The main aim of the research was to develop cognitive instruments that allow justification of decisions in national innovation policy. In the theoretical part of research fundamentals of national innovation policies of EU-members and Ukraine were compared to reveal factors that can accelerate innovation development. In the empirical part of research the analysis of innovation capability of Ukrainian enterprises was conducted based on financial, statistic and management reports and it confirmed that companies systematically conducted innovation activities, reached higher levels of innovation potential, innovative business opportunities and margin of economic security and, consequently, have more innovative capacities for innovation of all types. The formation of cognitive analytical base allowed the application of scenario modelling at the level of public management of innovation activity. Cognitive modelling approach was justified firstly by increased volatility in economic conditions of modern realities of crisis in the national economy, and secondly high-cost and risky innovations, fast diffusion of information resources during the introduction of innovation processes, and thirdly, the presence of the mutual influence of objects of national innovation system.

Since integration and cooperation of enterprises have become important preconditions for the success of their operation, the organization of management of integrated economic production systems must thus take into account the features of decentralized decision-making by locally optimized economic entities. In this regard, the aim of the work was to establish a theoretical basis for the organization of management of joint implementation of development projects by participants of decentralized economic production systems based on business engineering technology. The hypothesis of the study is that such organizational regulation of interaction can be implemented through the creation of a set of business rules distributed among the participants of an economic production system. The regulation of business rules and the organization of communications between economic agents are implemented using the Design and Engineering Methodology for Organizations, DEMO. Within the framework of applying the DEMO methodology, a set of key roles of the stakeholders is defined. The set of top-level communication models of the participants of economic production systems has been developed, and groups of rules for maintaining the sustainability of the economic production system have been identified. The resulting models can be correlated with the standards of architectural modelling of complex systems. The logic of this correlation is represented by the example of the ArchiMate architectural modelling language. The relevance of this correlation is due to the creation of a basis for the deployment of a corporate information system and optimization of business processes of the economic production system.

The dynamism of the development of trade relations in the international arena requires from the domestic trade enterprises the introduction of effective tools of activity management, among which logistics are defined. The article explores the methodological bases of the analysis of the internal environment of logistic activity by determining the main logistical flows of a trade enterprise and indicators for their evaluation. The basic methods of carrying out the analysis of the external environment of the logistic activity of a trade enterprise have been determined and compared. An algorithm for building a logistic strategy of a trade enterprise has been formed. The basic legal principles of regulation of logistic activity of a trade enterprise have been specified.

There exist a great number of researches devoted to integration interaction of enterprises in this scientific field. Typically, they focus only on studying corporate relations and require expansion in the area of all possible organizational forms of enterprises interaction within the formation of large-scale economic and industrial systems (LSEIS). The purpose of this article is to prove the hypothesis about the appropriateness of proceeding organisational transformation of business entities through involving enterprises in integration interaction. Accordingly, the purpose can be achieved by applying methodologies of institutional and architectural design of LSEIS organizational development. To achieve the purpose, the authors have used the technology of conceptual design. By its means, a model of substantive research and the system of hypothesis is formed to implement organizational development. The adjustment of interaction between LSEIS participants has been carried out according to the multi-agent approach and standards of architectural description of the systems. The application of these methods allows developing spiral submission of the process of organisational development, as well as presenting the developed conceptual model to form institutional and architectural description of LSEIS. The model designed to operate the mechanism of organisational development of integrated association of enterprises is based on the principles of reflexive management and recursive coordination of the concerns of the target system with the interests of all its stakeholders. The proposed concept allows coordinating the guiding influences of the mechanism of LSEIS development management at micro- and mesolevels (at the level of LSEIS participants and LSEIS interaction with other integrated associations).

We presented conceptual basis for the organization of information support of management of large-scale economic and production systems, which takes into account the principles of knowledge economy and relies on information consolidation tools. Using technology of conceptual design, the authors developed the scheme of subject-area of information consolidation for management of integrated associations of enterprises. The use of the concepts of this scheme enabled us to substantiate the system of hypotheses regarding construction of an information consolidation system to satisfy the needs of management of large-scale economic and production systems. Practical implementation of these hypotheses is based on the developed totality of conceptual provisions that are correlated with the stages of organization of the information consolidation system. The succession of such stages is presented with the use of the methodology of structural analysis and modeling. For formalized representation of the essence of consolidation processes, the concentrical theoretical-multiple approach was used, which made it possible to represent the hierarchy of satisfying information needs of a large-scale economic and production system. It was also proved that formation of such information needs should take into account the principles of reflective management. To do this, we represented the scheme of revealing mutual reflective influences of participants of large-scale economic and production system that models two levels of reflective interaction.

The paper puts forward existing approaches to the assessment of enterprise potential by adding the peculiarities of the processes related to identification of the relevant potential. This allows the authors to represent such notion as the «potential for the development of enterprise facilities». The article explains the essence of such potential via two attributes: the ability to forming an effective combination of elements of enterprise potential and the ability to reassess the combination of elements of enterprise potential. The proposed type of enterprise potential is extremely important for the management system. Nevertheless, management of the enterprise requires accurate quantitative characteristics regarding the level of its potential. Thus, it is necessary to develop a methodical approach to quantify the level of enterprise potential. To achieve the foreseen objectives, the authors have applied the method of Fuzzy Logic Conclusion and obtained an integrated value of the potential development of enterprise facilities. The construction of fuzzy variables is based on the histogram of distribution of quantitative indicators. Based on the method mentioned above, the authors have created a mechanism to quantify the level of enterprise by using a hierarchical fuzzy logic conclusion model, which was done in the fuzzyTech program environment. The first level of the proposed model is associated with the evaluation of the local quantitative and qualitative indicators of the level of potential. The rest levels of the model (from the second to the fourth) level were used to calculate integral values of the potential by using the rule-based connection of model parameters. The assessment of the potential for the development of enterprise facilities makes it possible to define different features of the enterprise’s strategic behaviour while implementing existing potential. This possibility is based on the use of the strategic matrix which can be defined as «the level of potential development - degree of enterprise potential transformation capacity». This matrix is also described in the article.
